Israel Customs & the Israel Tax Authority

Israel customs clearance is managed by the Israel Tax Authority (ITA) Customs Directorate. All commercial imports require a declaration filed through the ITA’s digital systems, valued on a CIF basis. Israel uses a 10-digit HS code structure extending the standard 6-digit code by four national digits. The ITA offers free advance classification rulings to lock HS code and duty rate before cargo arrives. HS code errors, valuation discrepancies, and origin mismatches are the most common hold triggers.

The Three-Layer Israeli Standards Reform

The 2022 Import Groups Reform reclassified most products previously requiring full laboratory testing into Groups 2 and 3, where an importer declaration of conformity is now sufficient. The July 2024 “No Stopping at the Port” Reform eliminated mandatory prior laboratory approval before goods are released, with the Ministry of Economy now performing random post-release compliance checks. The January 2025 “What’s Good for Europe is Good for Israel” Reform (Amendment 19, Standards Law 1953) allows products lawfully marketed in EU member states to be imported based on European conformity, meaning CE marking and EU DoC, without separate Israeli standards compliance for Groups 2 and 3.

MoC Type Approval — Ministry of Communications

The Ministry of Communications (MoC) regulates all telecom, RF, and wireless-enabled equipment. MoC type approval is legally required before import and the certificate can only be issued to an Israeli local representative, not to the foreign manufacturer. Certificate validity was shortened from 5 years to 2 years in August 2018. Any certificate now over 2 years old must be checked for expiry before shipping. CE test reports and EU DoC are accepted as supporting documents, removing the need for Israeli laboratory re-testing in most cases. Lead time is typically 8 to 9 weeks from complete document submission.

Products requiring MoC type approval include smartphones, Wi-Fi and WLAN devices, Bluetooth-enabled equipment, WiMAX and Zigbee devices, RFID equipment, contactless card readers, RF transmitters, radio transceivers, and PBX servers with wireless functionality. Bluetooth-only, GPS-only, and BT+GPS-only devices are currently exempt. Israel’s MoC completed the phase-out of 2G and 3G networks on December 31, 2025. Devices limited to 2G or 3G-only connectivity are no longer permitted for import.

SII Import Groups — Standards Institution of Israel

The Standards Institution of Israel (SII) oversees conformity for electrical, safety, and consumer and industrial products, separate from the MoC’s telecom remit. Group 1 (Highest risk) requires model approval and shipment inspection by an accredited laboratory. Examples include certain household appliances, children’s toys, and pressure vessels. Group 2 (Moderate risk) requires a model certificate plus an importer declaration of conformity. Group 3 (Low risk) requires only an importer declaration and is the most common pathway for IT hardware and electronics after the 2022 reform. Group 4 (Industrial use only) requires release by the Commissioner of Standards.

Under the January 2025 European reform, a valid EU DoC or declaration of lawful EU marketing satisfies the conformity obligation for Groups 2 and 3. Servers, storage devices, networking equipment, and most data centre hardware commonly fall into Group 3, requiring only an importer declaration. From July 2024, importers must maintain a complete product file including EU DoC, technical file, and import documents per SKU for Ministry of Economy random inspection readiness.

US-Israel FTA — Zero Duty for US-Origin Goods

The US-Israel Free Trade Agreement has eliminated duties on all manufactured goods since January 1, 1995. To claim zero duty, the exporter must include a signed invoice declaration confirming FTA Rules of Origin compliance. A hard copy certificate of origin is no longer required. Goods transshipped through third countries require a Certificate of Non-Manipulation. Israel also has FTAs with the EU, Canada, Mexico, and EFTA. VAT is 18%, increased from 17% on January 1, 2025, applied on CIF value plus customs duty plus Purchase Tax where applicable.
