BSMI certificate absent or not yet obtained for mandatory-category products triggers automatic holds. Cargo cannot be released until the certification is presented. Importer Registration & Customs Declaration

Every commercial importer must hold active customs registration with the Directorate General of Customs, supported by a Unified Business Number. Declarations are filed electronically. Cargo is routed to a green lane (document review only) or red lane (physical inspection plus document review) based on risk profiling.

Taiwan uses CIF (Cost + Insurance + Freight to Taiwanese port of entry) as the customs valuation method. Import declarations must match the commercial invoice exactly. Discrepancies trigger holds or reassessment. All clearance documentation should be prepared in Traditional Chinese where possible; English-only documentation causes predictable delays.

Import Duties & Tax

Taiwan import duties 2025–2026 are calculated on CIF value using the product’s HS code. Taiwan is a signatory to the WTO Information Technology Agreement (ITA) and its 2015 expansion. Most IT hardware, including computers, servers, semiconductors, networking equipment, telecom apparatus, and scientific instruments, enters at 0% import duty under the ITA. Verify at HS code level, not by general product category, as some lines sit outside ITA coverage.

For non-ITA products, duty rates range from 0% to 30%, calculated on CIF value.

VAT (Business Tax) of 5% applies to all commercial imports, calculated on CIF value. Importers pay this to Customs at clearance; VAT-registered Taiwanese businesses may reclaim it as input tax. A Trade Promotion Service Fee of 0.0425% applies to every shipment on CIF value. Commodity Tax (excise) applies only to specific goods under the Commodity Tax Act, including rubber tyres, beverages, cement, glass, oil and gas, and vehicles. It does not apply to standard IT hardware.

Taiwan’s de minimis threshold is TWD 2,000 (approximately USD 62). Shipments below this value are exempt from both duty and VAT.

Taiwan customs compliance requires correct HS classification before shipment. Misclassification triggers duty reassessment, penalties, and potential cargo holds.

BSMI Certification (Product Safety & EMC)

The Bureau of Standards, Metrology and Inspection (BSMI) administers mandatory product certification under Taiwan’s Commodity Inspection Act for electrical and electronic goods. BSMI certification Taiwan is required before regulated products can clear customs or enter the market.

The Commodity Inspection Mark must appear on all certified products. RPC-certified products carry a mark with the letter “C” and an identification number; TABI-approved products carry “T”. Taiwan’s RoHS requirements cover six controlled hazardous substances under the Commodity Inspection Act.

Three certification schemes apply depending on product type and HS/CCC code:

  • Registration of Product Certification (RPC): The standard route for finished electronic products, including computers, servers, power adapters, displays, and networking equipment. Valid for three years. Products cleared under RPC pass customs without further inspection unless sampled at border.
  • Type Approved Batch Inspection (TABI): Applies to mechanical and certain electrical/electronic products. Each production batch or shipment must be submitted for inspection before port release. Valid for three years.
  • Declaration of Conformity (DoC): Applies to components of IT equipment and lower-risk electronic products. No expiry. The manufacturer or importer declares compliance against CNS standards, with testing by a BSMI-accredited laboratory.

Testing must be performed by BSMI or a BSMI-accredited laboratory. The Commodity Inspection Mark must be permanently affixed to the product body with the appropriate letter (“C” for RPC, “T” for TABI) and identification number.

NCC Type Approval (Telecom & Wireless Equipment)

The National Communications Commission (NCC) mandates NCC type approval Taiwan for any product containing wireless or radio-frequency technology. This covers:

  • WiFi (including the 5945–6425 MHz band, opened via NCC LP0002 update in February 2024)
  • Bluetooth
  • LTE and 5G modules
  • RFID systems
  • GPS navigation equipment
  • All controlled telecommunications radio-frequency devices (CTRFDs)

The NCC revised its regulatory framework on February 3, 2025, introducing 32 updated articles governing CTRFDs. Updated lists of recognised testing laboratories were published on April 2, 2025, with changes to EMC testing requirements. Foreign laboratories operating under MRA recognition may now issue EMC test reports complying with CNS 15936 or other internationally-recognised standards (CNS 13438 excluded for foreign labs). Privacy labelling requirements took effect May 26, 2025.

Once NCC type approval is granted, the NCC logo, model number, and ID number must be displayed on both product and packaging. E-labelling is accepted where physical space is insufficient. NCC approval is permanent for non-modified hardware. Any hardware modification requires a new application.

Many products entering Taiwan require both BSMI certification Taiwan and NCC type approval Taiwan simultaneously, such as a wireless access point, an enterprise laptop with embedded Wi-Fi, or an LTE-enabled device. Taiwan has bilateral trade agreements with New Zealand and Singapore providing preferential tariff treatment on qualifying goods with valid certificates of origin. Taiwan and the United States maintain strong bilateral trade ties, though no formal FTA is in force.

Taiwan’s broader FTA network is limited compared to other Asia-Pacific markets, making ITA membership and unilateral tariff reductions the primary duty optimisation tools for IT hardware imports.
